How to check a Dubai off-plan project is registered
In Dubai, a developer may sell off-plan units only through a project registered with the Dubai Land Department (DLD), with an escrow account in the project's name. You can check both yourself, for free, in the DLD's Dubai REST app.

Check the project
Download the Dubai REST app from the App Store or Google Play, open Project Status, and search by the project's name or number. DLD says the app shows the project's completion percentage, photos of the site, the escrow account number and the developer.
The escrow account
Dubai Law No. 8 of 2007 says a developer who wants to sell units off-plan must ask the DLD to open an escrow account, and that buyers' payments are paid into that account, opened in the name of the project.
