What happens if handover is late?
A late handover sits between you and the developer, and your sale and purchase agreement decides it. The contract gives the completion date and any grace period the developer is allowed. Read those two lines first.

Check where the project actually is
Dubai publishes how far each project has got. The Land Department's project status enquiry gives the percentage complete for any registered project, searched by project name or number.
Your money
Your money is safe in the project escrow account. It is held for that project alone and cannot be taken by the developer's creditors. This is the same in Dubai and in Abu Dhabi.
Where a delay claim goes
The Land Department's complaint service is for real estate violations, not for this. In its own words: “Complaints, contractual disputes, applications for contract revocation, refunding the amounts paid, and applications for indemnity for lack of jurisdiction are not considered.” A claim for delay or compensation is a contractual claim, so it goes to the courts.
